Mr. Chris Hornung
Chairman
City of Fredericksburg
Mr. Hornung is a civil engineer and is the Chief Development Officer for the Rappahannock Development Group based in Fredericksburg, VA. He is also the President of the Langley Flight Foundation and serves on the board for the Stafford County Museum and Cultural Center.
Mr. Robin Dreeke
Vice Chairman
County of Stafford
Mr. Dreeke is a commercial rated pilot and has previously flown with the Civil Air Patrol and volunteered to fly patients who are unable to fly commercially to received medical treatments. He is a retired FBI agent and former US Marine.
Mr. Lindy Kirkland
Treasurer
County of Stafford
Mr. Kirkland is a retired US Marine and previously served as a pilot in HMX-1, flying the President. He owns a Beechcraft Bonanza, which he keeps at Stafford Regional Airport, and has been member of the Airport Authority since 2009.
Mr. Dave Ellis
Secretary
County of Prince William
Mr. Ellis is a former US Air Force Colonel and F-16 Fighter Squadron Commander. He currently serves in the Pentagon in the Air Force Headquarters and flies a PT-19 Stearman that he keeps at Stafford Regional Airport.
Mr. Hank Scharpenberg
Member at Large
County of Stafford
Mr. Scharpenberg is a former armor battalion commander for the US Army. He has served for more than 17 years as a member and past Chairman of the Airport Authority.
Mr. Samer Shalaby
Member at Large
County of Stafford
Mr. Shalaby is a civil engineer and the President of DCS in Fredericksburg, VA. He owns a Cessna P-210 which he keeps at Stafford Regional Airport. Mr. Shalaby has served on the Airport Authority since 2009.
Mr. Rod Hall
Member at Large
County of Prince William
Mr. Hall serves as a governmental affairs advisor and is a former executive branch appointee to the FAA. He also served as the Chairman of the Virginia Aviation Board.
Mr. James Stover
Director
Stafford Regional Airport
Mr. Stover has served as the Airport Director since 2022. He owns a Piper Seminole that he keeps at Stafford Regional Airport. He currently flies volunteer missions for STEM flights, EAA Young Eagles and Southwings, an aviation conservation organization.
Importance of Airports
Aviation affects our lives both directly and indirectly. We are affected by the transportation of people, goods, and mail both locally and worldwide. Airports are considered as economic engines and as a means of supporting businesses and creating jobs. According to the Virginia Department of Aviation’s economic impact study for 2011, we have created 107 jobs with a payroll of $4.4 million. In addition, the Federal Aviation Administration™ declared that airports contribute $64.5 billion to the nations’ economy with all of the activities that are performed here. We are dedicated to general aviation and the economic development of the region that is responsible for the annual income of $18.4 million.

– 1972: FAA Identifies need for a general aviation airport in Stafford County
– 1977-1992: Airport Feasibility / Site Selection / Environmental Studies
– 1997-2001: Stafford Regional Airport Construction (opened Dec. 2001)
– 2003: Apron Expanded
– 2004: T-Hangars, Fuel Farm, Instrument Landing System Installed
– 2005-2008: Corporate Hangars and Apron Construction
– 2014: New Terminal Building Completed
– 2018: Runway Extension Environmental Assessment Completed
– 2018: Runway Extension Permitting / Mitigation / Design Begins
– 2020: Runway Extension Construction Began
-2022 T-Hangar 4 Construction Began
